The Role of the Finance, Personnel and Premises Committee

The role of the Finance, Personnel and Premises Committee is to:

 

Finance

 

  • Review and approve all policies relevant to finance and other roles of the Committee.
  • Conform to the Schools Financial Value Standards in Schools.
  • Ensure LA financial procedures are observed
  • Assess the financial progress towards achieving the objectives in the School Improvement Plan.
  • Receive & review financial projections.
  • Ensure Best Value principles apply.
  • Produce and approve the annual budget and present it to the Full Governing Body for information.
  • Review the actual expenditure and monitoring statements at least once a term.
  • Receive LA Budget and Out Turn Statement (when published by the LA)
  • Review the financial implications on the budget of the Pay & Conditions document.
  • Approve expenditure and virements of sums over £5000 (five thousand GBP); sums below that amount are delegated to the Head Teacher
  • Review leases and contracts (including traded services).
  • Obtain quotations with a view to placing contracts and orders, once the relevant Committee has drawn up a specification.
  • Assess the school insurance cover to ensure that it provides adequate protection against risks.
  • Receive the annual accounts and certificate of audit of the School Fund Account and other voluntary funds held within school
  • Review and approve the petty cash system. Imprest balance of £250.

 

 

Staffing

 

  • Review and approve all policies relevant to the Staffing roles of the Committee
  • Implement the Salary Policy with reference to staffing and financial budgets
  • Achieve the aims of the Salary Policy in a fair and equitable manner and within statutory and contractual obligations
  • Apply the criteria of the Salary Policy consistently in determining the pay for each member of staff at the annual review
  • Implement the Appraisal Policy and monitor teacher appraisal process
  • Review annually the staffing structure of the school ensuring that it meets the requirements of the curriculum and is in line with the School Improvement Plan.
  • Observe all statutory, non-statutory and contractual conditions in respect of pay matters
  • Work with the Head Teacher to ensure that the Governing Body complies with The Education (School Teachers’ Appraisal) (England) Regulations, 2012
  • Decide whether past targets have been met and agree new targets, annually
  • Consider applications from staff for variation to contract (secondments, early retirements, leave of absence, reduced working hours etc.)
  • Consider difficult and discretionary pay issues
  • Have oversight of staff work / life balance, working conditions and well-being, including the monitoring of absence
  • Monitor Equal Opportunities 
  • Monitor staff training and CPD
  • Establish & maintain rolling programme for Disclosure & Barring Service (DBS) Checks
  • Ensure all personnel records are held securely

 

 

Premises and Health & Safety

 

  • Review the school Health & Safety Policy on an annual basis.
  • Ensure staff & Governors undertake appropriate Health & Safety Training
  • Ensure Risk Assessments are carried out and reviewed on a regular basis.
  • Monitor all Safeguarding procedures.
  • Establish & review an Accessibility Plan
  • Review e-safety policy & procedures
  • Comply with current fire safety legislation & regulations (‘Level 1’ fire risk assessment should be carried out by the school on an annual basis; ‘Level 2’ or technical fire risk assessment is reviewed bi-annually.
  • Inspect the school site and buildings to enable maintenance and improvement, including security
  • Receive reports and audits from Health & Safety representatives (to include Caretaking & Cleaning)
  • Receive a regular report on accident statistics, near misses and incidents of violence or aggression.
  • Review and Authorise upcoming offsite activities, ensuring that health and safety planning and risk assessments that have been undertaken for them.
  • Ensure that Health & Safety documents and records are up to date: Fire log book; Asbestos on site; Premise log book (PAT Testing, Glazing Inspections, An annual check of PE Equipment / Playground Equipment
  • Monitor Planned building works/contractors on site
  • Monitor Health & Safety training
